Public hearing on granting a Conditional Use Permit to allow Ronald Urbanczyk to construct a private storage with boats in the southwest corner of w. DeBerry and S. Commercial Street (Legal Description: Lot 43-46, Block 7, Frick's Addition recorded in Volume 1, Page 6A, Plat Records of San Patricio County; Tracts A and B, Block 7, Frick's Addition, Recorded in Volume 8, Page 20, Plat Records of San Patricio County, Texas. (Item tabled to July 1, 2019)

Consider and Act on Ordinance No. 2019-4241 granting a Conditional Use Permit to Ronald Urbanczyk for the construction of a Private Storage with Boats on a property zoned General Business (GB), property sits on the southwest corner of W. Deberry Ave. and S. Commercial Street, being Lot 43-46, Block 7, Frick's Addition recorded in Volume 1, Page 6A, Plat Records of San Patricio County; Tracts A and B, Block 7, Frick's Addition, recorded in Volume 8, Page 20, Plat Records of San Patricio County, Texas. Third Public Hearing - Annexation Phase II

Discuss, consider and conduct 3rd Public Hearing for the proposed annexation of up to 1,400 acres of land located north of Aransas Pass and extending up to the City of Rockport's Extraterritorial Jurisdiction (ETJ), and along Highway 35 Bypass and Highway 35 Business.

Voluntary Annexation - Hogan Homes Phase II

Consider and conduct a public hearing  for the proposed voluntary annexation of certain property commonly known as Hogan Homes or Harbor Heights Phase 2, a portion of San Patricio County Appraisal District Property ID No. 63789 with a legal description being a 7.941 acre tract of land being out of and a part of Farm Lots 3, 4, and 5, Land Block 75 of the T.P. McCampbell Subdivision according to the established map or plat thereof as recorded in Envelope 11, Pages 21 and 22 of the Map Records, San Patricio County, Texas and being a portion of that same tract of land described by Special Warranty Deed with Vendor's Lien in favor of Third Party dated October 18, 2005, conveyed from Compass Bank, Successor Trustee to Gallagher Builders, Inc. as recorded in Instrument No. 55005559 of the Real Property Records, San Patricio County, Texas.

Resolution No. 2019-898 - Granting Petition to Voluntarily Annex

Consider, discuss and act to approve Resolution No. 2019-898 granting a voluntary annexation petition from Gallaghers Builders, Inc., and Baybreeze Development, LP, the property owners of an area of land commonly known as Hogan Homes or Harbor Heights Phase 2, a portion of San Patricio County Appraisal District Property ID No. 63789 with a legal description being a 7.941 acre tract of land being out of and a part of Farm Lots 3, 4, and 5, Land Block 75 of the T.P. McCampbell Subdivision according to the established map or plat thereof as recorded in Envelope 11, Pages 21 and 22 of the Map Records, San Patricio County, Texas and being a portion of that same tract of land described by Special Warranty Deed with Vendor's Lien in favor of Third Party dated October 18, 2005, conveyed from Compass Bank, Successor Trustee to Gallagher Builders, Inc. as recorded in Instrument No. 55005559 of the Real Property Records, San Patricio County, Texas; petitioning to voluntarily annex said area into the city limits of the City of Aransas Pass, Texas.

Ordinance No. 2019-4242 - Adoption of Hogan Homes Voluntary Annexation

Consider, discuss and take action to adopt an Ordinance No. 2019-4242 to annex certain property commonly known as Hogan Homes or Harbor Heights Phase 2, a portion of San Patricio County Appraisal District Property ID No. 63789 with a legal description being a 7.941 acre tract of land being out of and a part of Farm Lots 3, 4,  and 5, Land Block 75 of the T.P. McCampbell Subdivision according to the established map or plat thereof as recorded in Envelope 11, Pages 21 and 22 of the Map Records, San Patricio County, Texas and being a portion of that same tract of land described by Special Warranty Deed with Vendor’s Lien in favor of Third Party dated October 18, 2005, conveyed from Compass Bank, Successor Trustee to Gallagher Builders, Inc. as recorded in Instrument No. 55005559 of the Real Property Records, San Patricio County, Texas; And extending the boundary limits of the City so as to include the described property within the City limits, and granting to all inhabitants of the property all the rights and privileges of other citizens and binding the inhabitants by all of the Ordinances, Resolutions, Acts and Regulations of the City; Adopting a City Municipal Service Plan for the property; Providing instructions for filing this Ordinance and correcting the Official Map and boundaries of said City; Providing severability and cumulative clauses; and Providing an effective date.

Consider and Act on request to authorize construction and maintenance of a Blue Star Military Memorial at Harbor Point Park, and other Memorial Tower issues.

7.II.

Consider and Act on approving a three-year contract with Brenda McElwee, CPA to conduct the Annual Audit for the City of Aransas Pass.

7.III.

Monthly Municipal Court Report - May 2019.

COMMUNITY ENRICHMENT.

Community Enrichment includes the following: Civic Center, Aquatic Facility, Library, and Senior Center.

DEVELOPMENT SERVICES.

Development Services includes the following: Building Services, Parks, Planning, Public Works, and Maintenance.
9.I.

Consider and Act on the issuance of an Request for Proposals for Roofing Replacement/Repairs at City Hall, Municipal Court, and Police and Fire Department buildings.

9.II.

Monthly Building Department Report - May 2019.

10.

FINANCE.

Finance includes the following: Utility Billing, Finance, Human Resources, and Meter Reading.

Consider and Act on Resolution No. 2019-897 approving the assignment, commitment, and restriction of fund balances in accordance with Governmental Standards Board (GASB) Statement No. 54.
